Subject: Stage III (13%) Underrun Entitlement and Sumas M&ERP Maintenance Reminder

In preparation for the Sumas Compressor maintenance, Northwest is declaring a Stage III (13%) Underrun Entitlement for all Receiving Parties north of Plymouth North Constraint Pt effective Gas Day December 12, 2023 until further notice.
As a reminder and as posted in the maintenance schedule on Northwest Pipeline's website, Northwest will be performing critical work at the Sumas Compressor Station beginning Gas Day December 12, 2023 through Gas Day December 17, 2023. This work is required to complete the Modernization and Emissions Reduction Program (M&ERP) construction activities in 2024. During this period, scheduled volumes through the Sumas Compressor Station will be limited to 1,012,989 Dth/d.
Northwest will coordinate with upstream operators and use operationally available flexibility to mitigate the impact this work will have on our customers to the greatest extent possible.
If primary nomination requests through the Sumas Compressor Station exceeds the available capacity of 1,012,989 Dth/d Southbound (or whatever Northwest cannot mitigate during any day of the maintenance), pursuant to Sections 10.2 and 10.3 of Rate Schedule TF-1 in Northwest's Tariff, Northwest will give notice of a Declared Deficiency Period based on Firm Primary Rights of 1,297,989 Dth/d Southbound. The Deficiency Period will continue until the work is completed on December 17, 2023.
