Effective Gas Day Friday, December 16th, Northwest Pipeline is lifting the Stage I (3%) Declared 
Entitlement Period for unauthorized overrun volumes that is currently in place for all Receiving 
Parties north of the Kemmerer compressor, including the Spokane, Wenatchee and Grants Pass 
laterals.  

Further, Northwest is reinstating the entitlement warning north of the Kemmerer compressor to 
preserve its storage inventories during the winter season. The entitlement warning for all Receiving 
Parties north of the Kemmerer compressor station shall begin Gas Day Friday, December 16, 2022, 
and will remain in effect until further notice. 

As a reminder and pursuant to Section 14.6(c) of its Tariff, customer-specific entitlements may be 
issued to Receiving Parties that:

Have contributed to the adverse operating conditions for at least two consecutive days; and,
Whose actual measured deliveries have deviated from scheduled deliveries for the previous 
Gas Day by the greater of 10,000 Dth or 5 percent.

The Stage I (3%) Declared Entitlement Period is being lifted and replaced with the customer-specific 
entitlement warning based on updated weather forecasts and general supply availability on the 
system. Northwest encourages customers to:

Monitor the System Balancing information, as indicated on Northwest’s Electronic Bulletin 
Board (EBB) under the “PAL/System Balancing” tab.  Off system balancing is currently 
designated as “No” for all areas.  Northwest requests that customers continue to be diligent 
in managing supply and demand and avoid drafting the system; 
Monitor the system storage account trend at Jackson Prairie (JP) which can be found on the 
EBB under the “Storage Levels” tab.  Maintaining a JP storage balance above 700,000 Dth is a 
key factor in determining the overall health of the system.  If Northwest’s JP account falls 
below the 700,000 Dth threshold Northwest may reinstate the general system entitlement to 
preserve system operational integrity; and,
Consider weather forecasts and the impact this has on drafted volumes. Northwest may 
reinstate the general system entitlement in order to preserve system operational integrity.
