PROCEDURE FOR BIDDING AND AWARDING

THE POSTED CAPACITY

Northwest will only accept electronic bids (see instructions below) for all the posted

package(s) of available transportation capacity.

Duplicate bids will be discarded. Maximum rate bids will be accepted for Package 125 for a primary

term beginning January 1, 2026, through a maximum Primary Term End Date of October 31, 2027, due

to a portion of this capacity being reserved for future use pursuant to GT&C Tariff section 25.8.

A Right of First Refusal is also not available for Package 125 beyond October 31,2027 pursuant to

GT&C Tariff section 25.8.

The economic value of each bid will be determined on a present value basis. In case of a tie, each

tied shipper will have the right to improve its bid by submitting an improved bid within 24 hours

of the bid close time. Such improved bids shall be submitted electronically through Northwest

Passage.

If a tie still exists, such capacity shall be awarded on a pro-rata basis to the shippers

indicating a willingness to accept a pro-rata share. All bidding and awarding will be

conducted in accordance with General Terms and Conditions Section 25 of Northwest’s Tariff.

DISCOUNTED RATE(S) AND POTENTIAL ADJUSTMENT(S)

In addition to the Discounted Rate and/or the Maximum Rate, Shipper will pay any

applicable maximum volumetric charge, fuel reimbursement charge and other charges

(i.e., ACA, CRM surcharge, scheduled overrun, penalties, etc.) approved by FERC under

Rate Schedule TF-1 of the Tariff for the Capacity, as the same may be adjusted from

time to time with FERC’s approval. As a reminder, the CRM surcharge will apply to any

TF-1 firm base transportation agreement with a primary term of one year or more.
