Subject:  Blue Lake Pipe Replacement & Portland Hydro Test (Gorge Outage) - Schedule Chang

Notice Text:

As posted in the maintenance schedule on Northwest Pipeline’s 
Website and referenced in All Shipper Notice #24-104, Northwest 
was scheduled to begin the Blue Lake Pipe Replacement and The 
Portland Hydro Test (Gorge Outage) on Gas Day July 30, 2024, 
through Gas Day August 13, 2024. However, due to current State 
and County Environmental Fire Restrictions, the outage schedule 
has now been pushed out to begin on Gas Day August 2, 2024, and 
will last through Gas Day August 18, 2024.  

During this outage, the pipeline will be isolated between the 
Washougal and Willard corridor. The cut points will be the 
Washougal South Constraint which will be limited to net 0 Dth/d 
southbound and the Willard CS which will be limited to net 0 
Dth/d northbound.

If primary nomination requests through the Washougal South 
Constraint exceeds the available capacity of net 0 Dth/d 
southbound (or whatever NWP cannot mitigate during any day of 
the maintenance), pursuant to Sections 10.2 and 10.3 of Rate 
Schedule TF-1 in Northwest's Tariff, Northwest will give notice 
of a Declared Deficiency Period based on a design capacity of 
407,741 Dth/d southbound. The deficiency period will continue 
until the work is completed on Gas Day August 18, 2024. 

If primary nomination requests through Willard CS exceeds the 
available capacity of net 0 Dth/d northbound (or whatever NWP 
cannot mitigate during any day of the maintenance), pursuant to 
Sections 10.2 and 10.3 of Rate Schedule TF-1 in Northwest's 
Tariff, Northwest will give notice of a Declared Deficiency 
Period based on a design capacity of 540,000 Dth/d northbound. 
The deficiency period will continue until the work is completed 
on Gas Day August 18, 2024.
