As posted in the maintenance schedule on Northwest Pipeline's 
website, Northwest is performing a hydrotest in the Vernal 
District beginning September 14, 2023 through September 23, 
2023. As a reminder, Clay Basin will also be shut in from 
Northwest Pipeline for the duration of this outage.

During this outage, Northwest will not be able to schedule 
nominations that are net greater than 0 Dth/d northbound at the 
Vernal Compressor Station or net greater than 0 Dth/d 
southbound at the Green River South Constraint.

If the primary scheduled quantities during this outage exceed 
the operationally available capacity of 0 Dth/d northbound at 
the Vernal Compressor Station or 0 Dth/d southbound at the 
Green River South Constraint (or whatever NWP cannot mitigate 
during any day of the maintenance), pursuant to Sections 10.2 
and 10.3 of Rate Schedule TF-1 in Northwest's Tariff, Northwest 
will give notice of a Declared Deficiency Period based the 
Vernal Compressor Station northbound design capacity of 353,000 
Dth/d and the Green River South Constraint southbound design 
capacity of 378,617. The deficiency period will continue 
until the work is completed on September 23, 2023. 

Northwest’s balancing flexibility during this period will be 
extremely limited and the current Stage II (8%) Underrun 
Entitlement North of Kemmerer remains active. Northwest 
encourages its shippers to diligently manage natural gas 
deliveries to ensure that they are in-line with customers’ 
takes to avoid leaving excess gas on the system. Northwest 
appreciates customer support during this upcoming period and 
will provide system updates based on changing operating 
conditions as needed.
