Northwest Pipeline would like to clarify that the awarding of the 108,000 Dth/d of capacity as posted for

competitive bid on July 20, 2022, for the available capacity Package 59-1, will be done on a per

dekatherm basis such that the “Awarding Capacity” section of the posting is amended to read as follows:

 

“Awarding Capacity

Northwest will only accept email bids for the posted package of available Northwest capacity from

creditworthy shippers. Any duplicate bids will be discarded.

The posted capacity will be awarded to the shipper’s bid with the greatest economic value on a per

dekatherm basis

Northwest will determine the winning bid based on the total net present value of the reservation charge bid

per dekatherm within (2) two business days of the close of the bidding period. The net present value will

be computed based on the reservation revenues to be received over the term of the Service Agreement,

using the discounted cash flow rate of return methodology.

In case of a tie, each tied shipper will have the right to improve its bid by submitting an improved bid

within 24 hours of the bid close time.

If a tie still exists, such capacity shall be awarded on a pro-rata basis to the shippers indicating a willingness

to accept a pro-rata share. All bidding and awarding will be conducted in accordance with General Terms

and Conditions (GT&C) Section 25 of Northwest’s Tariff

Northwest’s acceptance of Shipper’s bid for this firm capacity will constitute a binding offer from

Shipper to Northwest for the capacity and the terms and conditions posted herein. If any of the capacity is

awarded to Shipper, Shipper agrees to submit a request in Northwest Passage within two (2) business

days of notification by Northwest.”
