Subject: Northwest Passage Service Filing

Northwest offers its customers an opportunity to review its
tariff filings prior to filing them with FERC. Northwest asks
that you provide any comments or concerns on or before July 23,
so Northwest can respond prior to the filing being submitted to
FERC. Please direct comments and concerns to Bela Patel

Northwest plans to submit a tariff filing to eliminate the need
for Northwest’s customers to accept (and for Northwest to
track)separate Northwest Passage Access Agreements.
Specifically, Northwest proposes to modify Section 28 of the
General Terms and Conditions of the Tariff to include all
operative terms and conditions necessary to access and use the
Northwest Passage system. After implementation of the proposed
changes, upon logging in to the Northwest Passage system, each
user will simply agree to comply with Section 28 and the other
applicable terms and conditions of the Tariff.
