Subject: Maintenance reminder and deficiency update

Pursuant to Section 10.3(a) of Rate Schedule TF-1, effective Gas Day Thursday, October 15th Northwest is
lowering the available capacity at the Roosevelt Compressor Station to 180,000 Dth/d. For the upcoming weekend through October 14th the daily available capacity at the Roosevelt
Compressor station is 335,000 Dth/d. In order to maximize flows and minimize impacts to our Primary
Shippers Northwest will make daily determinations during this outage on the ability to mitigate any
volume above 335,000 Dth/d based on availability of storage facilities, line pack and changes in pressure
restrictions. Our goal is to complete this posted work safely and timely while minimizing Shipper
impacts to the extent we can. As a reminder, beginning Gas Day October 16-20, Northwest has posted maintenance between
Goldendale Compressor Station and the Willard Compressor Station when it will be completing anomaly
repairs. Posted available capacity during this outage is zero. Further, Northwest Pipeline is requesting all receiving parties to manage their business and align market
with supply. At this time, Northwest has very little balancing flexibility and will Entitle the system for
