Northwest offers its customers an opportunity to review its major tariff filings prior to filing them with
FERC. Northwest asks that you provide any comments or concerns on or before September 17, so
Northwest can respond prior to the filing being submitted to FERC. Please direct comments and
concerns to Bela Patel (713-215-2659, bela.patel@williams.com ) or Jennifer Rowan (713-215-4217,
jennifer.rowan@williams.com). Northwest plans to make a tariff filing to: (1) modify the Clay Basin revenue crediting language in Section
24 of the GT&C to make the handling of discounted transportation services consistent with other crediting
procedures stated within the Tariff and to also clarify how shippers are allocated their pro-rata share of
the Clay Basin revenue credit if paying a negotiated rate above maximum base transportation rate; (2)
add language to clarify OFO obligations under the Rate Schedule TF-2 in Section 14.15; and (3) modify
language in Section 9 Force Majeure to clarify that neither Transporter nor Shipper shall be relieved from
obligations to make payments of amounts then due, including reservation charges. A draft copy of the proposed filing is available on Northwest's website under Regulatory/Proposed Tariff
