Subject: Draft Tariff Filing 2019 Summer Fuel Filing

Northwest offers its customers an opportunity to review its major tariff filings prior to filing them with
FERC. Northwest asks that you provide any comments or concerns on or before February 26, so
Northwest can respond prior to the filing being submitted to FERC. Please direct comments and
concerns to Dave Madsen (801-584-6864) or Brad Dillon (801-584-6832).
Northwest will make its semi-annual fuel filing to place into effect new factors on April 1, 2019, for fuel
gas used and gas lost and unaccounted-for. By this filing, Northwest proposes: (1) an increase from
1.61% to 1.64% in the transportation services factor; (2) an increase from 0.17% to 0.24% in the
underground storage services factor; (3) an increase from 0.53% to 0.98% in the LNG liquefaction
services factor; and, (4) no change to the current 0.53% in the LNG vaporization services factor. These
changes are reflected in the tariff sheet for which Northwest is seeking Commission acceptance.
Northwest is proposing no change to the LS-3F and LD-4I liquefaction charge for 2019.
