<p><a name="_Hlk25229081"><span style="color:#000000;">Due to forecasted lower temperatures and system constraints limiting </span></a></p><span style="color:#000000;"></span><p><span style="color:#000000;">Northwest&rsquo;s ability support banking and drafting, Northwest is declaring a </span></p><span style="color:#000000;"></span><p><span style="color:#000000;">Stage III (13%) Overrun Entitlement for all Receiving Parties north of the </span></p><span style="color:#000000;"></span><p><span style="color:#000000;">Plymouth South Constraint point beginning on Saturday, November 23, 2019. </span></p><span style="color:#000000;"></span><p><span style="color:#000000;">This Stage III entitlement includes all points on the Spokane, Wenatchee </span></p><span style="color:#000000;"></span><p><span style="color:#000000;">and Grants Pass laterals, and shall continue until further notice.</span></p><span style="color:#000000;"></span><p><span style="color:#000000;">&nbsp;</span></p><span style="color:#000000;"></span><p><span style="color:#000000;">Northwest is also issuing an entitlement warning to all receiving parties </span></p><span style="color:#000000;"></span><p><span style="color:#000000;">between the Plymouth South Constraint and the Kemmerer Compressor station. </span></p><span style="color:#000000;"></span><p><span style="color:#000000;">Current system constraints are resulting in banking and drafting in this </span></p><span style="color:#000000;"></span><p><span style="color:#000000;">corridor to negatively impact system balancing capabilities. Northwest </span></p><span style="color:#000000;"></span><p><span style="color:#000000;">advises these parties that it may issue Overrun or Underrun entitlements as </span></p><span style="color:#000000;"></span><p><span style="color:#000000;">needed, including same day entitlements, to maintain the integrity of its </span></p><span style="color:#000000;"></span><p><span style="color:#000000;">system if excessive banking or drafting occurs. Additionally, any such </span></p><span style="color:#000000;"></span><p><span style="color:#000000;">issued entitlements or balancing restrictions may prevent parties from </span></p><span style="color:#000000;"></span><p><span style="color:#000000;">reducing their imbalances until constraints subside.
