Subject: Draft Tariff Filing – Miscellaneous and Housekeeping Filing

Northwest offers its customers an opportunity to review its major tariff filings prior to filing them with
FERC. Northwest asks that you provide any comments or concerns on or before December 2, 2019, so
Northwest can respond prior to the filing being submitted to FERC. Please direct comments and
concerns to Dave Madsen (801-584-6864) or Brad Dillon (801-584-6832).
Northwest plans to make a tariff filing to propose: (1) adding a provision explaining Northwest’s reliance
on scheduled quantities in the Timely nomination cycle for calculating OFO obligations and ramifications
if these scheduled quantities are subsequently removed during the gas day; (2) making modifications to
the CSOFO section of the Form of Service Agreement to make it clearer and more user friendly;
(3) providing Receiving Parties with the opportunity to not exceed the threshold percentage for a
declared entitlement period, based on actual measurement quantities, if they were initially below the
threshold percentage using estimated measurement quantities; and (4) other minor housekeeping
items.
